‘No do-overs’: White House will not cooperate with further Trump investigations

The May 15 letter from White House counsel Pat Cipollone to House Judiciary Committee Chairman Jerrold Nadler says the committee's main probe of President Donald Trump's presidency serves no legitimate legislative objective.

The White House did not assert executive privilege for the initial Mueller report, but the letter states that the Committee's requests violate the four components of executive privilege: confidential communication between Trump and his advisors; discussions between executive branch officials; information that comes from law enforcement investigations and the president's communications with foreign leaders.

Nadler has accused the White House of "stonewalling" and told reporters on Wednesday that Mueller's investigation, completed in March, "is irrelevant to the congressional power to investigate the White House or anybody else".

In his letter, Cipollone repeated a claim the White House and Trump's business have begun making: that Congress is not a law enforcement body and does not have a legitimate goal to investigate the questions it is pursuing. The Judiciary Committee voted last week to hold Attorney General William Barr in contempt for not providing the full Mueller report and evidence and the Ways and Means Committee has issued a subpoena for Trump's personal and business tax returns. In that letter, he also objected to the committee's vote last week to hold Attorney General William Barr in contempt for failing to comply with a congressional subpoena for Mueller's unredacted Russian Federation report and underlying materials - even as Trump asserted executive privilege to protect those documents.

Cippillone asked the chairman to narrow the requests and "articulate the legislative objective and legal support".

He wrote on Tuesday to say he wouldn't participate in a Wednesday committee hearing on executive privilege.

Cipollone's 12-page letter is in response to a March 4 request from Nadler for a wide-range of documents related to the Russian Federation investigation.

No headway was made on establishing a testimony date for Mueller, according to Nadler, who said earlier that morning that the Justice Department was "reluctant" to allow the special counsel or McGahn to testify.

The White House's stance also creates a catch-22 for any effort to hold Trump accountable for alleged misconduct, including actions he took while in office.

Nadler said Trump has gone further than any other president in fighting congressional subpoenas.

"This investigation that Chairman Nadler thinks he's somehow going to replicate has been done and done thoroughly", the White House official said. And he vowed to hold in contempt whoever does not comply with said subpoenas. The committee issued a subpoena for former White House counsel Don McGahn, and the White House instructed McGahn not to provide documents in response.

Nadler on Wednesday said he didn't know the White House's motives, but he would not allow the White House to try to claim that the President can not be held accountable.
