Centered in the budget proposal are NASA's aims for space exploration over the next decade. The research also sheds some light on the moon's internal composition.

The White House sent a budget amendment to Congress on Monday that called to use the additional $1.9 billion in surplus Pell Grant money to fund other budget priorities such as NASA.

Announcing project Artemis, NASA administrator Jim Bridenstine said: "Fifty years after Apollo, the Artemis program will carry the next man and first woman to the moon".

But NASA officials warned that the agency would need additional money in the future in order to meet the goal.

Many lawmakers would likely bristle against the notion that a popular student aide program is being used. "We would be buying a service to take our astronauts down there and back to the gateway".

"We will see various reactions" from Congress, he said.

US President Donald Trump has challenged NASA to send astronauts to the moon by 2024.

With the Apollo 11 celebrating 50 years in 2019, it's nearly poetic how the Apollo missions remain key in astronomers' studies today. That would be followed by another mission, with astronauts in the Orion crew capsule, for a trip around the moon.

Watters said experts must be mindful that quakes may strike near these scarps when planning sites for future lunar exploration and a long-term human presence on the moon.

Bridenstine added that he's already talked about the plan with members of Congress. Many other companies, such as Boeing, Lockheed Martin and the Sierra Nevada Corporation are also vying to build various parts of the Gateway.
