Fiscal watchdog slashes United Kingdom growth forecast to lowest since financial crisis

The chancellor said he intends to launch a full three-year Spending Review "before the summer recess" in order "to be concluded alongside an Autumn Budget".

The IFS said the United Kingdom economy would have been about 2% bigger without the Brexit vote.

Hammond told politicians he would be able to relax his grip on the public finances if they spared Britain the shock of leaving the world's biggest trading bloc without an agreement.

The country will expect GDP growth at 1.4 percent in 2020 and 1.6 percent in each of the following three years.

But he warned the economy would be at risk if a "smooth and orderly" exit from the European Union was not agreed.

However, Britain's independent budget forecasters said nearly half of Hammond's fiscal headroom might be lost, depending on how official statisticians treat student loans in the public accounts.

He warned: "Leaving with no deal would mean significant disruption in the short and medium-term and a smaller, less prosperous economy in the long-term, than if we leave with a deal".

He said that it was "disappointing" that the chancellor had missed the opportunity to provide desperately-needed funding for local services, and added that Brexit can not be a distraction from the challenges facing our public services.

"I hoped we would do that last night, but I am confident that we, as a House, will do it over the coming weeks".

The OBR said a recent run of disappointing economic data in both the United Kingdom and other major economies had also weighed on expectations.

Edwin Morgan, interim director general of the Institute of Directors, said: "Warm words and proposed consultations are not enough for businesses at a time when confidence is rock bottom and investment plans are eroding away, and many will find it hard to tread water until more decisive action at the Autumn Budget".
