Kim rethinking US talks, launch moratorium, North Korean official says

Earlier on Friday, a spokeswoman for South Korea's Ministry of Unification told a press briefing that the weekly inter-Korean meeting scheduled at a liaison office in Kaesong, North Korea, had been canceled after the North Koreans said they would not be sending senior officials. At a news conference after the second summit, Mr Trump said no plans had been made for a third summit, but he expressed optimism about a "good outcome" in the future.

At the summit on February 27 and 28, North Korea asked for relief from five major United Nations sanctions and offered to dismantle a major nuclear weapons research site at Yongbyon, but the Trump administration insisted that North Korea surrender its entire nuclear program in exchange for economic benefits.

North Korea claimed it had only requested a partial lifting of the sanctions. The U.S. has said since then that it will only accept its definition of "complete denuclearization" - the total dismantlement of North Korea's weapons of mass destruction program. "Just in the past hour, I spoke with my South Korean counterpart and we've discussed their reaction and our reaction, but I would like to speak further within United States government before we respond".

Trump, who has said the USA has ended the nuclear threat from North Korea, said Kim had offered to take some steps to dismantle his nuclear arsenal, but hadn't gone far enough.
