China again blocks move to blacklist Masood Azhar at UN Security Council

Masood Azhar who is in Pakistan is wanted in India for terror strikes including the suicide bombing in Kashmir

The fate of the proposal to designate Pakistan-based terror group Jaish-e-Mohammed's chief Masood Azhar as a global terrorist by the UN Security Council will be known in less than 24 hours when the deadline to raise objections to the bid expires. The Lashkar-e-Tayyaba chief, Hafiz Saeed, and his deputy, Zaki-ur-Rahman Lakhvi were both placed on the lost after the November 2008 terrorist attacks in Mumbai.

The Ministry of External Affairs has expressed its disappointment over today's outcome: The ISIL (Da'esh) and Al-Qaida Sanctions Committee (1267 Sanctions Committee), upon completion of the no-objection period on 13 March 2019, was not able to come to a decision on the proposal for listing Mohammed Masood Azhar Alvi under the UN Sanctions regime, on account of a member placing the proposal on hold.

"We will continue to pursue all available avenues to ensure that terrorist leaders who are involved in heinous attacks on our citizens are brought to justice", it added.

It also claimed responsibility for the February 14 Pulwama suicide attack which left 40 CRPF personnel dead.

Another way for western powers to blacklist Azhar would be through the adoption of a Security Council resolution, which needs nine votes in favor and no vetoes by Russia, China, the United States, Britain or France to pass.

He leads the JeM, which has been designated by the United Nations as a terrorist organisation and "has been responsible for numerous terrorist attacks and is a threat to regional stability and peace", Palladino said during a news briefing in Washington.

China had previously prevented the sanctions committee from sanctioning Azhar in 2016 and 2017.

France, US and United Kingdom had proposed the listing of Azhar as an worldwide terrorist and if no country raises any issue by March 13, Azhar will be put on the UN terror list.

Several American think-tank members slammed China for its decision to delay the Azhar listing.

Beijing had always demonstrated responsibility, and it had been in contact with the parties on the resolution and always taken an appropriate stance, a spokesman for the Chinese foreign ministry said.

"China adopted a responsible attitude, followed the rules of the procedure of the committee and participated in the discussions in a responsible manner".

However, he refrained from making a direct comment on the deliberations inside the United Nations on this issue.

China has in the past said that it did not have enough information to list Azhar. "A sad day in the global fight against terrorism".

Indian foreign minister Sushma Swaraj was in Beijing when Pakistan retaliated to the February 26 airstrikes.
