Trudeau cabinet minister resigns amid controversy

Conservative Leader Andrew Scheer holds a press conference on Parliament Hill in Ottawa on Friday

Trudeau says Wilson-Raybould reminded him of a conversation they had last fall, in which he says he told her it was entirely up to her as attorney general to decide whether to instruct the director of public prosecutions to negotiate a remediation agreement with SNC-Lavalin over its dealings in Libya, thereby avoiding a criminal trial.

Wilson-Raybould has hired a former Supreme Court justice to advise her on what she can say publicly about the matter.

The announcement comes just a day after Canada's ethics commissioner has launched an investigation into the involvement of the Prime Minister's Office stemming from allegations that the PMO tried to provide Quebec-based construction and engineering company SNC-Lavalin with a reduced punishment stemming from serious corruption charges.

Mr Trudeau has denied the Globe and Mail report, which cited unnamed sources.

Wilson-Raybould also said she will continue serving as the member of parliament for Vancouver-Granville.

"I have reason to believe that a possible contravention of section 9 may have occurred", Dion wrote in a letter to NDP MPs Nathan Cullen and Charlie Angus, who filed the complaint. On Sunday, Conservative Leader Andrew Scheer wrote to Trudeau to demand that he waive that privilege and allow Wilson-Raybould to speak openly.

On Wednesday, the House justice committee will meet to review a request from the opposition parties that the committee investigate the allegations.

Prime Minister Justin Trudeau called an emergency cabinet meeting for Tuesday morning, though ministers are in their ridings or fanned out across the country, so many will be teleconferencing in and not all together around the cabinet table in Ottawa.

Last week, Trudeau told reporters that the allegations in the Globe and Mail's story are false. "At no time did I or my office direct the current or previous attorney-general to make any particular decision in this matter", said the Prime Minister.

Trudeau moved Wilson-Raybould to the veterans affairs portfolio in January.
