The festival, which is a part of the Global Citizens movement to "end extreme poverty", commemorates 100 years since Nelson Mandela was born.

It said it urged South African police "to act swiftly and efficiently".

Stadium Management South Africa (SMSA) says all those involved in the execution of the Global Citizen Festival failed in their mandate to provide safety.

"We find that there's a lot of communication taking place on the social media platform, but that is not being reported to us", said Mr Naidoo.

World leaders previously gathered at the stadium in 2013 for a memorial after the death of Mandela, the anti-apartheid leader who was also South Africa's first black president.
