Police called after Chinese bully host at Pacific summit

APEC leaders divided after US, China spat

Xi also made a veiled reference to a new grouping known as "the Quad" that aims to counter China's influence in the Asia-Pacific.

Chinese officials demanding a meeting with Papua New Guinea's foreign minister forced their way into his office Saturday and had to be escorted away by police after a confrontation, according to two senior officials from the host country.

Elsewhere in the Sino region, the Asia-Pacific Economic Cooperation (APEC) wrapped up its latest forum held in Papua New Guinea late on Friday, and a lack of consensus amongst the Pacific leaders sees APEC failing to ratify and complete a leadership communique as members failed to come to a group agreement on future progress on multilateral trade terms, and Zhang Shaogang, the director-general of the worldwide division of the Chinese Ministry of Commerce stated that a "chairman's statement" will instead be issued by Papua New Guinea's Foreign Minister Rimbink Pato.

The 21 nations at the Asia-Pacific Economic Cooperation summit in Port Moresby struggled to bridge differences on the role of the World Trade Organisation, which governs worldwide trade, officials said.

Asia-Pacific leaders have failed to bridge divisions over trade at a summit dominated by a war of words between the USA and China.

Australian Prime Minister Scott Morrison used his speech at APEC to strongly criticize the US-China trade war while inviting other nations to participate in a revamped Trans-Pacific Partnership.

The US and China revealed competing visions for the region at the summit.

Unilateralism and protectionism will not solve problems but add uncertainty to the world economy.

Chinese President Xi Jinping, who arrived in Port Moresby on Thursday, has been feted by Papua New Guinean officials and stoked Western concern on Friday when he held a meeting with Pacific island leaders in which he pitched the "Belt and Road" initiative.

Pence said beyond trade the United States is promoting private investment in the Indo-Pacific as never before, where American firms hire and train workers whilst holding themselves to the highest standards.

The US is interested in a better relationship "but there has to be change" from China's side, Pence said he told Xi, who responded that dialogue is important.

In Port Moresby, Papua New Guinea's capital, the impact of China's aid and loans is highly visible. Most Papua New Guineans live in the highlands and other remote areas.

Pence also announced that the U.S. would join forces with Australia in the development of a new naval base.

Pence said on Saturday the U.S. would partner with Papua New Guinea and Australia in redeveloping the Lombrum Naval Base on Manus Island. Currently, less than 20% have a reliable electricity supply.

In his speech, Pence criticized Chinese largesse in strong terms, mocking its Belt and Road Initiative that sees China offering loans to poorer countries in the region to improve infrastructure. A separate statement from his office said other countries are welcome to join the electrification initiative provided they support the US vision of a free and open Pacific. And to coincide with the PNG visit, Beijing promised $4 billion of finance to build PNG's first national road network, one of several gestures for which China secured effusive praise from Pacific Island countries including Samoa, Vanuatu, the Cook Islands, Tonga, Niue, Fiji and the President of the Federated States of Micronesia.
