Amber Rudd returns to Cabinet as Work and Pensions Secretary

She has suffered the loss of four ministers and faces continued speculation that a vote of no confidence in her leadership could be triggered by Tory MPs within days.

Rudd had resigned as home secretary in April, saying she had "inadvertently misled" MPs over the Windrush scandal.

According to the paper, Michael Gove and other Leave-supporting ministers chose to stay in their posts to lead the campaign for a "better Brexit" from inside the cabinet.

In an interview for the paper, she reveals that he poured her a whisky when she returned to their Downing Street flat after the marathon cabinet meeting on Wednesday that sparked a revolt against her Brexit deal.

Mr Barclay's appointment came after Mr Gove reportedly turned down the post after saying he would only take it if he could renegotiate the European Union withdrawal agreement.

He has been congratulated on Twitter by Chief Secretary to the Treasury Liz Truss, who said he was "a star" when he worked in her department. "But I now believe it is time she stepped aside".

A Remain supporter during the 2016 referendum, Ms Rudd has given her backing to Mrs May's draft Brexit agreement, saying it is "not flawless but ideal was never on offer".
