Erdogan vows to advance Turkey under new governance system

Erdogan urges 'correct evaluation' of Turkish elections

Turkish President Recep Tayyip Erdogan, accompanied by his wife Emine Erdogan, arrives for a ceremony at the Presidential Palace in Ankara, Turkey, on July 9, 2018.

Since taking office in 2003, first as prime minister and later as president, Erdogan has dominated Turkey, tightening his grip over the country of 81 million people as he tamed rival power centres including the military, which toppled some previous governments.

State news agency Anadolu said Erdogan's inauguration celebration was attended by Venezuelan President Nicolas Maduro, Russian Prime Minister Dmitry Medvedev and Sudanese President Omar Hassan al-Bashir, wanted for war crimes by the International Criminal Court.

President Erdogan invited President Lungu along with Gabonese President Ali Bongo, Jose Mario Vaz of Guinea Bissau and Equatorial Guinea President, Teodoro Obiang Nguema to his inauguration.

"We are leaving behind the system that has in the past cost our country a heavy price in political and economic chaos", he said.

Under the new system, Erdogan leads the state's executive branch and has the right to appoint and dismiss vice-presidents, a newly introduced position, as well as ministers, high-level officials and senior judges - without parliamentary approval. Marc Pierini, a former European Union ambassador to Turkey and a visiting scholar at Carnegie Europe, said Erdogan's new powers would effectively make him a "super-executive president".

His departure will leave a hole in the middle of the court that Republicans are eager to fill with a more reliable conservative. For some Senate lawmakers, however, Kavanaugh's demurral on the abortion law could help him win their votes for confirmation.

Erdogan, who has transformed Turkey in 15 years of rule by allowing Islam a greater role in public life and boosting its global stature, took his oath in parliament for a five-year term after his June election victory.

Army chief of staff General Hulusi Akar joined the government as defence minister but Mevlut Cavusoglu kept the post of foreign minister. Erdogan has described the consolidation as a means to eliminate governmental inefficiency, and his base views his consolidation of authority as a deserved outcome for a leader who has instilled Islamic values in public life, according to Reuters. "In other words, Turkey will be an institutionalized autocracy". Erdoĝan has repeatedly clashed with strategic allies such as the USA and the European Union in recent years over the war in Syria, Turkey's accession to the EU, human rights abuses by Ankara, Europe's failure to support Turkey during the coup attempt, and rising Islamophobia in Europe.

Erdogan will this week immediately turn to foreign policy, visiting northern Cyprus and Azerbaijan followed by more challenging encounters at a North Atlantic Treaty Organisation summit in Brussels where he will meet his United States counterpart Donald Trump and other leaders.

Turkey also faces a widening current account deficit making it reliant on weak foreign investment to plug the gap. The lira, which is down some 16 percent so far this year, firmed to its highest level since mid-June before falling back to 4.61 against the dollar. An adviser to Erdogan later said that the governor's term would remain at five years.

Last month Mr Erdogan was re-elected with 53% of the vote.

Scrapping the term would remove a shield that helps ensure the bank's independence from politicians, former central banker Ugur Gurses said.
