Warren, Gardner Unveil Marijuana Bill Easing Federal Enforcement

The Strengthening the Tenth Amendment Through Entrusting States Act was introduced by U.S. Sens. This would allow businesses that sell marijuana to operate without fear of prosecution by the Justice Department.

Trump's remarks Friday echo a promise that Gardner said he received privately from the president in April to support legislation protecting the marijuana industry in states that have legalized the drug.

"While Senator Gardner is calling this a "states" rights' approach, this bill essentially amounts to the federal legalization of marijuana", said Kevin Sabet, president of the anti-cannabis group Smart Approaches to Marijuana or SAM. "This legislation is the first bicameral, bipartisan bill ever introduced at the federal level".

The bill was unveiled Thursday by Colorado Republican Sen.

Senator Warren took to Twitter to promote the bill in a series of social media posts, writing that the "federal government's marijuana policies are broken, outdated, and disregard the rights of states like MA & CO that have taken their own thoughtful approaches".

Warren, long a critic of President Donald Trump, said: "I certainly hope that we have more people standing up for honesty and transparency".

Trump's comments Friday build on an earlier discussion he had with Gardner on marijuana.

Warren quipped they were "lining them up like Noah's Ark" - one Democrat for each Republican.

Specifically it provided $5.2 billion in mandatory funding for the veterans choice program as the previous funding expired. It's expected to take another year before a new single program is up and running.

The letter, signed by Trump, read "this decision is a return of discretion to federal prosecutors, who know where and how to deploy their resources most effectively to reduce violent crime, stem the tide of the drug crisis, and dismantle criminal gangs".

"This is a bill that says the states are laboratories of democracy", Gardner told Tapper.

The bill would effectively set the minimum legal age for using marijuana at 21 nationwide.

The bill would exempt states that have legalized marijuana from the section of the Controlled Substances Act that prohibits cannabis use and lists the drug as a risky substance with no medical value. Hemp produces the non-intoxicating cannabinoids, or CBDs, that have become a health rage and a lucrative crop in Kentucky and other states.

Marijuana remains illegal under the federal Controlled Substances Act, despite states' efforts to scale back on criminalizing the plant over the past few years.

Prohibits the distribution of marijuana at transportation safety facilities such as rest areas and truck stops.

Canada's senate has voted to legalise recreational marijuana, clearing a major hurdle as the country moves towards becoming the first in the G7 to fully legalise the drug.
