Three resolutions on investigating the alleged chemical attack in a rebel-held area of Syria failed in the UN Security Council on Tuesday amid reports that the United States was preparing to attack facilities of the government of President Bashar al-Assad.

After vetoing the United States resolution, Russia's Permanent Representative Vassily Nebenzia said it would have recreated the joint investigative mechanism that lapsed in November 2017, because of a Moscow veto and a similar new body would take a long time to become active.

"History will record that, on this day, Russian Federation chose protecting a monster over the lives of the Syrian people", Haley said, referring to Syrian President Bashar Assad. The United States and other countries then blocked a rival Russian bid to set up a different probe that would require the Security Council to attribute responsibility.

The council has met four times in the past week on chemical weapons in Syria, with the U.S., Britain and France facing off against Russia, Syrian President Bashar Assad's key ally that insists no chemical attack took place in the Douma suburb.

"The team is preparing to deploy to Syria shortly", it said in a statement.

Russia's U.N. Ambassador Vassily Nebenzia said Washington's decision to put forward its resolution could be a prelude to a Western strike on Syria.

It received six votes, seven voted against it and two abstained. "Does any of that sound independent or impartial?"

"You do not want to hear the fact that no traces of a chemical attack were found in Douma", Nebenzia said.

Since the two Russian resolutions did not get a majority, none of the Western permanent members - the US, France or Britain had to veto them.

The United States, Britain and France have argued the incident bears all the hallmarks of a strike ordered by the regime of Syrian President Bashar Assad.
