A Myanmar military report that said no Rohingya civilians were killed during a months-long crackdown is "absurd" and the International Criminal Court must now launch its own investigtion, a human rights group said.

The army said 376 "terrorists" were killed in fighting after the August attacks.

Many survivors in squalid camps inside Bangladesh - described as the world's worst refugee crisis - have reported mass killings, torture, and rape against Rohingya children, women, and men.

Measures proposed in the report to the global community to put an end to the violence include "sanctions on the individuals responsible for crimes in Rakhine, instituting an arms embargo on Myanmar, and referring the situation to the worldwide Criminal Court".

The military said the investigation - which was led by Lt. Gen. At a meeting of the Association of South-East Asian Nations (ASEAN) in Manila on Monday - where leaders of other Asian powers skirted around the issue - UN Secretary-General Antonio Guterres said the unfolding humanitarian crisis could lead to regional instability and radicalization.

The report comes just ahead of US Secretary of State Rex Tillerson planned visit to Myanmar on Wednesday.

Tillerson said the United States would provide an additional $47 million in humanitarian assistance for refugees bringing the total to $87 million since the crisis erupted in August.

"And it is something for which the Burmese authorities - and especially the military - must take full responsibility".
