Tillerson says NKorea must halt launches to talk

China's foreign minister Wang Yi

Chinese President Xi Jinping on Tuesday sent a congratulatory message to Rodrigo Duterte, president of the Philippines, which is the rotating chair of the Association of Southeastern Asian Nations (ASEAN), on the 50th founding anniversary of the regional organization.

A joint statement signed by the three countries foreign ministers said that the framework should establish rules that are consistent with global law, and they called on ASEAN and China to abide by the United Nations -back Court ruling in Hague which invalidated China's ownership claim of majority of the South China Sea.

"The IC (intelligence community) assesses North Korea has produced nuclear weapons for ballistic missile delivery, to include delivery by ICBM (intercontinental ballistic missile)-class missiles", the assessment states, in an excerpt read to The Post.

U.S. Secretary of State Rex Tillerson says the approval of new United Nations sanctions targeting North Korea over its nuclear and ballistic missile programs is a "very good outcome".

Diplomats say the ASEAN documents on the South China Sea were carefully worded to avoid angering China.

Thornton says the USA wants to ensure that with the new sanctions, there's "not this kind of episodic back and forth that we've seen".

South Korean officials told reporters after the meeting said that Kang and Tillerson had agreed to pursue the denuclearization of the Korean Peninsula through peaceful measures. But we have told all countries around the world: We are a sovereign nation.

Issues before ASEAN ministers meeting in Manila

That's right Semin... China's foreign minister Wang Yi said he was "disappointed" with Taro Kono's call for Beijing to adhere to global law regarding its military base construction in the South China Sea.

In this regard, South Korea saw a possible move that might alleviate tensions by proposing dialogues with #North Korea.

One of the concerns raised during the discussion was the recurring missile tests conducted by North Korea. The worldwide community is firmly united in opposing the North's emergence as a nuclear state.

The statement also appealed to ASEAN members and China.

According to Japanese government sources, in the EAS foreign ministers' meeting, Kono said regarding China's military buildup in the South China Sea, "We strongly oppose any unilateral acts to try to change the status quo based on military power".

Wang said that apart from the new sanctions, the resolution also made clear that the six-party talks process, a stalled dialogue mechanism with North Korea that also includes Russian Federation and Japan, should be restarted.

Speaking at the same forum on Monday, Tillerson held a door open for dialogue with North Korea saying Washington was willing to talk to Pyongyang if it halted its missile test launches. The two most recent examples of this are at Tree Island and North Island in the Amphitrite Group.
