"So I think that would be the first and strongest signal they could send us is just stop, stop these missile launches", Tillerson, who is meeting with ASEAN leaders on a trip that also includes Bangkok and Kuala Lumpur, told reporters. Malaysia, however, downgraded bilateral ties in February following the assassination on Malaysian soil of the half-brother of North Korean dictator Kim Jong Un.

The ministers met in the Philippines' capital on the sidelines of the ASEAN forum.

The statement was issued a day after the meeting of the 27 members of the major regional security forum in Manila.

Ahead of the meetings, outspoken Philippine President Rodrigo Duterte branded Kim Jong Un as "crazy" for "playing with risky toys" that endangered the entire region.

However, Tillerson is expected to meet with Russian Foreign Minister Sergei Lavrov and his Chinese counterpart Wang, who are both perceived by Washington to be players in the North Korean issue.

China, North Korea's lone major ally, has repeatedly said it is committed to enforcing increasingly tough United Nations resolutions on North Korea, though it has also said what it terms "normal" trade and ordinary North Koreans should not be affected. North Korea's Rodong Sinmun news website published a scathing commentary dismissing the sanctions as "cooked up by the US", adding that "the USA mainland is on the crossroads of life and death". South Korea is hoping these will ease tensions along the border.

"Neither shall we flinch even an inch from the road to bolstering up the nuclear forces chosen by ourselves, unless the hostile policy and nuclear threat of the USA against the DPRK are fundamentally eliminated".

That diplomatic concession led to speculation that Tillerson and Ri Yong Ho of North Korea, attending their first meeting together, might actually meet.
